Dubai – In a significant move to bolster the United Arab Emirates’ standing as a premier global yachting destination, authorities have introduced a new regulatory framework that simplifies the movement of foreign-flagged yachts between Abu Dhabi and Dubai. The streamlined administrative protocol, which officially came into force at the beginning of January 2026, eliminates redundant local entry and exit procedures, allowing international vessels to cruise seamlessly between the two emirates.

Under the new unified system, sailing permits issued by either the Dubai Maritime Authority (DMA) or Abu Dhabi Maritime (part of AD Ports Group) are now mutually recognised. This replaces the previous requirement for yacht owners, operators, and charter fleets to resubmit documentation and undergo fresh clearance formalities when crossing emirate waters. The protocol is the result of extensive collaboration between maritime regulators and federal bodies, including the National Guard, Dubai Customs, and the Federal Authority for Identity, Citizenship, Customs and Port Security.

A central component of this efficiency drive is the integration of the Early Inquiry System API. This digital link enables authorities to securely share and access essential vessel, crew, and passenger data in real-time, drastically reducing processing times and cutting through administrative red tape. By removing these barriers, the UAE aims to encourage longer stays and more frequent inter-emirate travel among the global superyacht fleet.

Captain Saif Al Mheiri, CEO of Abu Dhabi Maritime, described the initiative as a “pivotal step” in enhancing the UAE’s maritime mobility and competitiveness. Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, added that the unified approach reflects a shared vision to create an integrated and “enabling regulatory environment” that aligns with international best practices.

For the luxury travel trade and GCC shipping agents, the rollout is expected to accelerate growth in the domestic yachting and marine tourism sectors. The simplified process not only improves the experience for visiting yacht owners but also positions the UAE as a highly connected and yacht-friendly hub, ready to capture a larger share of the lucrative international charter market.

As the region continues to invest in world-class marina infrastructure and high-profile maritime events, this regulatory alignment ensures that the UAE remains a top-tier choice for the world’s most discerning maritime travellers.
